Policy 6-400: Student Rights and Responsibilities

On June 13, 2023, the Board of Trustees approved revisions to Policy 6-400, which will take effect on August 15, 2023. These changes include the creation of an informal resolution process, updates to the behaviors that constitute violations of the behavior standards, amnesty for students who seek medical attention or report a violent act, the addition of a section describing student responsibilities, and a change to the role of the Student Behavior Committee. In addition to the policy changes, the University created Procedure P6-400A: Procedures for Addressing Violations of Student Behavior Standards and Guideline G6-400A: Hazing Guidelines. Finally, the University moved requirements related to academic conduct, professional and ethical conduct, student records, and appeals of academic actions out of Policy 6-400 and into new and existing policies including: - Policy 6-410: Student Academic Performance, Academic Conduct, and Professional and Ethical Conduct -Policy 6-411: Student Records -Policy 6-100: Instruction and Evaluation For a detailed description of the policy changes, see the legislative history included with each policy.

Policy 6-313:Terminations and Program Discontinuance

Effective April 11, 2023, the University revised Policy 6-313: Terminations and Program Discontinuance to recognize the order in which faculty terminations in times of financial exigency will be processed. This change better reflects the current faculty categories of adjunct, visiting, career-line, and tenure-line faculty. 

Policy 5-211: University Independent Personnel Boards and Procedures for Complaints Under the Utah Protection of Public Employees Act

Effective April 11, 2023, the University revised Policy 5-211: University Independent Personnel Boards and Procedures for Complaints Under the Utah Protection of Public Employees Act in response to a change in Utah state law. The revised policy changes the types of complaints to which the policy applies from complaints of "adverse action" to complaints of "retaliatory action" and clarifies the process for responding to complaints.

7-001: Policy for Research Misconduct

Effective February 14, 2023, the University revised Policy 7-001: Policy for Research Misconduct. The University added a six-year time limit and “subsequent use exception” for establishing the scope of research misconduct, bringing the policy into alignment with Federal regulations. The University also changed “business” to “calendar” days in defining the review timeline and improved descriptions of the Inquiry stage, faculty appeal timeframe, and process for notifying the Office of General Counsel.

Policy 5-043: Additional Compensation Policy

Effective February 14, 2023, the University revised Policy 5-403: Additional Compensation Policy. The changes to the policy were designed to address issues experienced, respond to audit recommendations, document current practices, and remove outdated sections. The policy has been separated into a main policy which covers all university employees, two corresponding rules addressing staff and faculty respectively, and a procedure for each type of approved additional compensation that addresses the specific requirements and procedures.
