Purpose.
This policy effectuates the University of Utah’s Strategic Reinvestment Plan.

Scope.
This policy applies to administrative actions the university takes to carry out the Strategic Reinvestment Plan.

The following definitions apply for the limited purposes of this policy and any associated regulations.

“Reinvestment Funds” means the amount of state appropriated funds designated by the legislature that the university must plan to reallocate over the designated time period in order to receive the funds.

“Strategic Reinvestment Plan” means the University of Utah’s plan that reallocates Reinvestment Funds to certain strategic investments, as required by Utah Code Section 53H-8-210.

Utah Code Section 53H-8-210 requires the university to develop a Strategic Reinvestment plan that identifies programs, courses, degrees, administrative units, personnel, or other instruction or administrative components that merit further investment and those from which investments should be reallocated.

The university should use ongoing campus initiatives and frameworks, including Operational Excellence, the Mission Aligned Planning process, and the Impact 2030 Strategic Plan to guide reallocation and reinvestment decisions.

The Strategic Reinvestment plan must be approved by the Utah Board of Higher Education and the Legislature, as described in Utah Code Section 53H-8-210.

Application of University Regulations to Actions Described in Strategic Reinvestment Plan

Except as provided in Subsection III.B.2., the university must follow existing university regulations in carrying out actions described in the Strategic Reinvestment Plan. These include regulations related to program and degree creation, changes, or elimination; unit creation, modification, or elimination; and reduction or elimination of positions.

The president may create a regulation related to an element of the Strategic Reinvestment Plan that supersedes an existing university regulation if necessary to create operational efficiencies in carrying out the Strategic Reinvestment Plan or to meet the timeframes required by Utah Code Section 53H-8-210.

Unless extended by the university, this policy will be repealed on June 30, 2028
Sections IV- VII are for user information and are not subject to the approval of the Academic Senate or the Board of Trustees. The Institutional Policy Committee, the Policy Owner, or the Policy Officer may update these sections at any time.
