  1. Purpose and Scope‌

    1. Purpose.

      Rule R6-401A establishes the University’s authority to withdraw a student organization’s recognition as a Recognized Student Organization. This procedure provides information related to the process for withdrawing recognition as well as other intermediate steps the University may take when a Recognized Student Organization fails to meet requirements for registration or violates a University regulation, state or federal law, or local ordinance.

    2. Scope.

      This procedure applies to all Recognized Student Organizations except those fraternal social organizations governed by Policy 6-402.

  2. Definitions‌

    The definitions provided in Policy 6-401 and in rule R6-401A apply for this procedure.

  3. Procedure‌

    1. Requirements for Maintaining Registration as a Recognized Student Organizations and Failure to Meet Requirements‌

      1. University Student Leadership and Involvement may establish requirements for a student organization to maintain recognition as a Recognized Student Organization. These requirements include:

        1. maintaining a constitution;

        2. maintaining a structure and activities that are consistent with the mission and culture of the University and student affairs, adhering to the student behavioral standards of Policy 6-400: Student Rights and Responsibilities, and engaging with and responding to requests from Student Leadership and Involvement; and

        3. any other requirements that Student Leadership and Involvement establishes for registration.

      2. The Dean of Students or designee may impose consequences on a Recognized Student Organization that fails to meet the requirements for registration, including:

        1. issuing a warning or letter of reprimand;

        2. permanently or temporarily restricting the Recognized Student Organization’s access to benefits of being a Recognized Student Organization, such as priority on-campus space reservations and access to Associated Student of the University of Utah (ASUU) funding;

        3. putting the Recognized Student Organization on probation until the Recognized Student Organization resolves the issue or until another time determined by the Dean of Students or designee;

        4. changing the classification of the Recognized Student Organization; or

        5. withdrawing the organization’s recognition as a Recognized Student Organization.

      3. Prior to the Dean of Students or designee imposing a consequence for failure to meet requirements for maintaining registration, the Office of Student Leadership and Involvement shall provide the leaders of the Recognized Student Organization notice of the proposed consequence and an opportunity to respond.

      4. A Recognized Student Organization that fails to request the annual renewal required by Rule R6-401A automatically loses recognition as a Recognized Student Organization.

    2. Recognized Student Organization Violations of State or Federal Law, University Regulations, or Local Ordinances‌

      1. An individual may report a Recognized Student Organization’s alleged violation of a University regulation, a state or federal law, or a local ordinance (”Violation”) to the Office of Student Leadership and Involvement.

      2. If the leaders of a Recognized Student Organization, or three or more members of a Recognized Student Organization, are involved in a Violation in connection with that Recognized Student Organization’s event or other activity, the Dean of Students or designee may determine that the Recognized Student Organization is involved in the Violation.

        1. The individual students involved in the violation may also face individual consequences. For example, a student who allegedly violates the student behavior standards described in Policy 6-400 in connection with a Recognized Student Organization activity, is subject to the procedures described in Policy 6-400.

      3. The Dean of Students or designee may impose a sanction on a Recognized Student Organization for a Violation, up to and including withdrawal of recognition as a Recognized Student Organization. Other sanctions may include a temporary or permanent restriction on access to benefits of Recognized Student Organization, a warning, a letter or reprimand, or any other sanction that the Dean of Students or designee and Involvement deems appropriate.

      4. The Dean of Students or designee shall give the leaders of a Recognized Student Organization the opportunity to meet to respond to and discuss a proposed sanction before imposing a sanction.

    3. Change in Classification from a Sponsored Student Organization or Affiliated Student Organization‌

      1. A department or office that sponsors a Recognized Student Organization may withdraw sponsorship at any time. A department or office that has an affiliation with a Recognized Student Organization may withdraw that affiliation at any time.

        1. If a department or office withdraws sponsorship of a Recognized Student Organization or an affiliation with a Recognized Student Organization, the dean, department chair, or director, as appropriate, shall notify the Office of Student Leadership and Involvement in writing.

      2. If a department or office withdraws a Recognized Student Organization’s sponsorship or affiliation, the Dean of Students or designee shall determine whether the organization remains a Recognized Student Organization, and the organization’s classification.

    4. Withdrawal of Recognition as a Recognized Student Organization and Appeal of Withdrawal‌

      1. If the Dean of Students or designee withdraws an organization’s recognition as a Recognized Student Organization, the organization may appeal the determination to the Vice President for Student Affairs or the Vice President for Student Affairs’ designee.

      2. The Vice President for Student Affairs’ (or designee’s) determination is final.

      3. An organization that has its recognition as a Recognized Student Organization withdrawn may continue to operate as a non-recognized student organization.


        Sections IV- VII are for user information and are not subject to the approval of the Academic Senate or the Board of Trustees. The Institutional Policy Committee, the Policy Owner, or the Policy Officer may update these sections at any time.
